AAA Impacts 2021 IL Legislative Session

The American Adjuster Association (AAA) was very active in Illinois this year, lobbying to protect policyholder rights and bring cost balancing to the claim process. The General Assembly ended its Spring 2021 session on June 16, and below is a recap of AAA’s overall impact on the 2021 IL Legislative Session. 

AAA’s primary focus included introducing House Bill142, the groundbreaking legislation implementing cost balancing in insurance claims. This bill was sponsored by Rep. La Shawn K. Ford and approved by the Illinois House Insurance Committee, but it did not advance to the full House. 

In addition, American Adjuster Association helped to defeat HB240 – legislation that would be devastating to public adjusters and contractors. The lobbyist team for AAA participated in more than 20 stakeholder meetings. As a result, we worked with Senate Insurance Committee Chairman Napoleon Harris to try to find a compromise and HB249 did not move. We will continue to work to protect consumers, adjusters and contractors going forward. 

Action Plan – June Through December 2021

AAA will continue pushing for cost balancing and policyholder rights in Illinois through the next legislative session. Our main goals include:

  • Educating key insurance legislators about adjuster issues that affect the industry and policyholders.
  • Fighting for cost-balancing and preparing effective legislation for 2022 similar to House Bill 142.
  • Developing issue papers, research, and advocates to defeat House Bill 240 when it is Reintroduced.
